Executive Order No. 2020-10

On April 10, 2020, the Office of the Governor issued Executive Order No. 2020-10 relative to the reservation of road access for essential businesses and activities in a public health emergency.

  • Road Closure Traffic Flow Plan

The Order directs the Public Health Authority to execute a Road Closure Traffic Flow plan to ensure that certain designated public roadways are reserved for access only by those individuals who are participating in the essential functions and activities authorized by previous Executive Orders and public health guidance memoranda. A copy of the Traffic Flow Plan can be found here . The Plan goes into effect April 11 at 10 AM. The Order also authorizes the Adjutant General to issue active duty orders for the mobilization of such National Guard personnel and equipment to support the Road Closure Traffic Flow plan.

  • Extension of Previous Executive Order Measures

Executive Order No. 2020-10 also extends all provisions outlined in previous Executive Orders through May 5, 2020. Accordingly, the Government of Guam will continue its operations in a limited capacity through May 5, 2020. However, regardless of operational status of an agency/department, all government of Guam employees remain on regular work status and are expected to report for duty within two (2) hours from receiving notice from his/her supervisor to report to work.

Administrative Order No. ADM20-220

On April 10, 2020, the Supreme Court of Guam issued Administrative Order No. ADM20-220 extending all timelines set forth in previous Administrative Orders from April 15 to May 6, 2020. Among other deadlines and timelines, this means that:

  • All civil and criminal trials are suspended—without exception—until no earlier than May 6, 2020, or until further order of the Court.

  • All filing deadlines—including statutory filing deadlines—are tolled until May 6, 2020. Any court filing due during this period shall be deemed timely filed if filed when the court opens for regular business on May 6, 2020.

  • The time periods of these continuances are excluded from speedy trial computations, and the time periods for a preliminary examination and for the filing of an indictment are tolled for this period.

DPHSS Statistics

The Department of Public Health and Social Services (DPHSS) tested 38 individuals for COVID-19 on Friday, April 10, 2020 with conclusive results. Zero tested positive through DPHSS and 38 tested negative. The DPHSS overall count also includes an additional two cases of COVID-19 that have been clinically diagnosed. While these cases have tested negative, they have imaging findings consistent with COVID-19, display typical COVID-19 symptoms, have epidemiological links to previously confirmed cases, and are being treated as COVID-19 cases. The overall count also includes 11 positive cases that were tested by the Naval Health Research Center (NHRC) in San Diego and three confirmed positive cases through Diagnostic Laboratory Services (DLS). To date, a total of 128 cases tested positive and two were clinically diagnosed with 41 recoveries and four deaths. All 85 remaining cases are in isolation.
